You can do so by adding a payment method.

FYI: if the status is 429, everyone, including paying users are getting rate limit errors, even if they use the service 2000 times per second, or once a minute.

This is because of a rate limit on the server, not from your personal account.

So paying may not solve this immediately, it depends on the load hitting OpenAI servers by every user in total.

That clears up my confusion. So many paying users have this problem with text-davinci-003 and nobody knows this. So I guess we just wait for OpenAI to increase their operating capacity.
