Why rate limit is still very low after registering as [pay as you go]?

I have already registered my paid account so I should be a Pay-as-you-go user.
But when using Text Completion model Text-Davinci-003 after the first 48 hours from my registration, I still get rate limit error within 10 requests sent. That’s far less than the 3,000 requests / minute that stated in the Help Center.
Can anyone tell me how to increase the processing rate limit？

I’m interested too. I’ve submitted a request for increasing the API quota as well, but got no reply yet.

Same here, I hit the rate limit quite easily just using the API on my own.
