Can’t the free ChatGPT API key be used? My account has an $18 limit, but when I request the API, I get a 429 error.
If you’re referring to a free $18 credit, it has probably expired, causing the 429 - You exceeded your current quota, please check your plan and billing details error.
To confirm, check the “Grants” section on this page - share a screenshot if you’re unsure. You may need to add funds and pay to continue using the API.

This account screenshot doesn’t show any credit grants whatsoever, there is $0 on this account and thus your colleague would need to pay to use the service. The $5 limit you see is not showing how much you have to spend.
I am fairly sure free trial credits from OpenAI had been discontinued.
