How to Run OpenAI's Command Line Interface

Hey,

I am trying to begin the process of finetuning a model however I keep getting the error: “No such command “API””

I believe its because I am just doing this off of PowerShell instead of OpenAI’s CLI, however I cant seem to access the CLI Even though it says I have downloaded it.
I see it in my files:

So I feel like I am missing a step or just being stupid. Anyways, if anyone has any advice that would be very appreciated. Thank You!

The error is occurring because there is an issue with the user’s PATH environment variable.
