ChatGPT Plus membership has no effect on GPT-4 API usage. GPT-4 API access is being rolled out to all developers as load permits, you do not need to apply for it as it will be automatically added when capacity is spare. Hopefully it is soon, but there is no official timeline as yet.

I have been facing this issue of no GPT-4 API access despite having ChatGPT Plus membership. Can’t see the GPT-4 model in the playground dropdown either. I thought may be I missed something but from your message it seems like they are gradually rolling out the access. Getting the Plus membership doesn’t mean you have access immediately. So yeah, will wait on how long will it take.
