Someone skilled with ChatGPT can ask ChatGPT for help in building a simple program! Someone unskilled can also ask ChatGPT, starting with refining the idea and getting an understanding of what programming language you might use and whether the idea can be implemented easily.
The only thing to be aware of is that its knowledge, especially of remote API methods your program might need to use, can be rapidly obsolete, and thus you need to furnish knowledge for anything newer than around two years.
