Discussion on new user with API key and disaster of openAI

I am confused about OpenAI usage.

I just created API key and make a example simple call to see if I can get a roundtrip going. I immediately get:

Error code: 429 - {‘error’: {‘message’: 'You exceeded your current quota,

Anyone know an answer to this? Should I have to pay and buy credits to make calls?

API usage is paid and would require you to load credits before you can make generative API calls.
