The API image endpoint is still DALL-E 2. Have you tried using it?

No announcement or price has been made yet by OpenAI about DALL-E 3 by API; only that it might come in the future for developers.

If you are asking about ChatGPT, you must be a ChatGPT plus subscriber. Then look under settings and see the beta options that you can enable, then select the GPT-4 model at the top.

Both beta features are still rolling out to users worldwide.
