Custom GPT's, Account versions, requirements, and roll out

I’m trying to create a couple custom GPT’s for my school where I’m feeding it Data to help write questions, build text resources, and lessons. I’m unable to do that with 3.5 currently. My questions…

  1. Can this be done with a free account? (seeing mixed online info referring to a slow roll out)
  2. If not, which upgrade do I need?
  3. If I get this upgrade, will I get instant access or am I a part of a slow roll out?
