Creating this fine-tuning job would exceed your hard limit. Increasing budget has no effect

Increasing budget from default $120 has no effect. Getting error while trying to fine-tune that suggests that although my budget was increased, openai still counts to $120, hence hard limit error. No per-project budgets set, tried waiting, tried logging in and out. No effect.

Anyone knows how to resolve this? Tried chatting to support bot, no help.
