ChatGPT Business: Standard Seat Stuck “On Hold” With No Pending Change or Hold-End Time

Bug

In my ChatGPT Business workspace, I have 2 purchased Standard seats, but the seat state is inconsistent:

  • 2 Standard seats
  • 1 assigned
  • 0 available
  • 1 “On hold”
  • “1 change scheduled”

The held seat was previously assigned to a member who is no longer in the workspace.

When I open “1 change scheduled”, the UI says:

“1 seat becomes available”

and:

“These seats become available when their holds end. Purchased seats stay unchanged.”

However, there is no hold-end date/time displayed and no seat-level action available.

At the same time:

  • Members → Pending requests shows no pending seat-related change
  • Billing → Plan still shows 2 Standard seats
  • Manage seats shows 2 seats / 1 of 2 assigned
  • The workspace subscription is active and set to renew

Expected behavior

One of the following should happen:

  1. The unused purchased Standard seat should become available for reassignment, or
  2. The interface should clearly show why the seat is held, the exact hold-expiration date/time, and any available action related to that seat.

Actual behavior

The Standard seat remains On hold, while the workspace owner cannot see any corresponding pending change, expiry timestamp, or actionable control.

This leaves the workspace showing an already-purchased seat that cannot be assigned, with no visible way to determine when it will become available.

Reproduction

  1. Have a ChatGPT Business workspace with 2 Standard seats.
  2. Assign the second Standard seat to a workspace member.
  3. Remove that member from the workspace.
  4. Go to Workspace settings → Members.
  5. Observe that the second seat is now shown as On hold.
  6. Open “1 change scheduled.”
  7. Observe that it says the former member’s seat will become available when the hold ends.
  8. Go to Members → Pending requests.
  9. Observe that there is no corresponding pending seat-related change.
  10. Go to Billing → Plan / Manage seats.
  11. Observe that the workspace still has 2 purchased Standard seats and shows 1/2 assigned.

Diagnostics

Exact UI state:

  • 2 Standard seats
  • 1 Assigned
  • 0 Available
  • 1 On hold
  • 1 change scheduled
  • Purchased seats stay unchanged
  • No hold-expiration timestamp displayed
  • No corresponding pending request visible
  • Billing / Manage seats shows 2 seats, 1/2 assigned

When it happened:
September 9, 2026, approximately 3:00–4:00 PM IST (UTC+05:30).

How often:
The seat has remained in the same On hold state since the issue appeared.

OpenAI Support has already confirmed that the Business workspace is active, the renewal payment succeeded, and the workspace is set to renew.

How long this ‘on hold’ gonna last? I got none of the Standard ‘on hold’ but only the premium ones. Got only 2 premium seats originally, but because of this ‘on hold’, we had to purchase 2 more premium seats for our employees can use the 5x seats… Seem like they purposely doing this forcing people to purchase more seats?
