ChatGPT Business seats stuck at 3, unable to reduce to 2 despite only 2 members

I’m facing a ChatGPT Business billing/seat issue and need help escalating it.

Workspace details:

  • Workspace has only 2 active members
  • No pending invites
  • Both members are assigned ChatGPT seats
  • Billing page shows 2/3 seats in use
  • Subscription is still configured for 3 seats
  • The billing UI does not allow me to reduce the seat baseline from 3 to 2
  • When I try to set seats to 2, the summary still shows 3 users and the change cannot be completed
  • I was charged for 3 seats even though only 2 members are active

OpenAI Support confirmed that the subscription is currently configured with 3 active seats, but said they cannot manually adjust the seat count from their side. They also said they cannot issue a partial refund or credit for the third seat while the current subscription remains active and configured for 3 seats.

Support’s suggested option is to cancel the current ChatGPT Business subscription, then they can review the June charge for a possible refund, and after that I would need to create a new ChatGPT Business subscription with 2 seats.

This seems like a billing UI/subscription baseline bug, because OpenAI’s documentation says ChatGPT Business standard seats have a minimum of 2 seats. I am not trying to reduce below the minimum. I only want to reduce from 3 seats to the allowed 2-seat minimum.

Requested resolution:

  1. Fix the subscription baseline from 3 seats to 2 seats.
  2. Refund or credit the extra amount charged for the third seat.
  3. Confirm future renewals will bill only 2 seats.
  4. Avoid forcing cancellation and resubscription if possible, because this may cause workspace disruption.

Has anyone from OpenAI been able to fix this backend seat baseline issue without requiring cancellation and resubscription?
