ChatGPT app: voice mode: support changing the pace of speech output

For the rapid intake of of spoken responses it would be very useful for the local ChatGPT app to have the ability to speak at an increased rate.

For the interpretation and learning of spoken languages, especially foreign, it would be very useful for the local ChatGPT app to have the ability to speak at a slowed rate.

It is also desirable for rate control markup to be embeddable in responses to prompt. As an example, a rule stating that “responses in language XYZ contain ellipses between every word” could be used to indicate slow speaking to the app - the actual markup is worthy of careful design.

Faster speaking would be very welcome. I ask it to speak faster and it lasts briefly and isn’t particularly fast. I would like to be able to jack up the base rate similar to YouTube speed controls .25x - 4x.

While I think about it, it would also be great to have a tts voice optimised for clearly audible fast speech in English as, for me at least, the clarity usually breaks down between 2.5 and 4x. Primarily for multi tasking in codex with voice at a higher throughput
