Can fine-tuned models be used regardless of the state of the account?

Hello friends, I have a question about fine tuning GPT models.
1 - How do I upgrade my account to be able to do fine tuning and if possible, please let me know the prices
2 - For example, I upgraded the account and did it for a month and I Fine tuning a specific model and extracted the model, can this model be used when the month is over? Or the account must always remain upgrated to be able to use the extracted model ?

Your account will need to be in good standing to use the fine-tuned model, and you’ll need credits in your account to use it, of course.

Once you hit a Usage Tier, I don’t think you can fall back to an earlier tier.
