BUG: System repeatedly declining valid cards & Support closing tickets without resolution (3+ months)

Hello everyone,

I am raising this as a bug because there appears to be a systemic failure in both the payment gateway integration (Stripe) and the Tier 1 support automated ticketing system. I am currently completely blocked from utilizing the API for ongoing software development and testing.

For the past 3 months, I have been caught in a dead loop where valid payment methods are rejected with a message “Your card has been declined”, and support person created tickets but were automatically closed without resolution or real investigation on their part.

The Technical Issue:

  • Every attempt to purchase API credits results in an immediate decline.

  • This is happening with a card that previously worked on this exact platform.

  • I have explicitly confirmed with my bank that there are NO blocks, NO 3D Secure (3DS) failures, and NO transaction attempts are even reaching their system. The same card used to work.

  • This strongly indicates a localized failure, shadow-ban, or desync within the Stripe/OpenAI payment gateway for my specific account.

The Support System Bug: Tier 1 support is repeatedly closing my tickets as “resolved” without addressing the core issue or looking at the gateway logs. The standard troubleshooting macros (clear cache, try a new card, verify 3DS) have all been exhausted months ago.

Request for Staff Intervention: Could a Developer Advocate or a member of the OpenAI Staff please manually review the Stripe gateway logs for my account? I need this escalated to a Tier 2 Billing Manager who has the actual backend access to see why these transactions are failing before they even hit my bank’s network.

My last attempted transaction was on July 16, 2026. I am happy to provide my account email (eugene...) via DM to any staff member who can assist in breaking this loop.
