You can send personal messages, AKA DM (Direct Message), to anyone by

Finding them in the user list

Click on their icon
- Click
Personal messages can only be seen by those in the to/from list of the message and all admins. Also they are saved in the database backing up the site. 
If you send such by e-mail then who knows who sees it.

Hi, I tried clicking on your profile, but I can’t find the Send message button. Is this feature still available?
I keep on getting this bug where it says network error, but it generates what I wanted. then It won’t let me type anything
I’ve tried everything, and it’s just not working any ideas?
