Billing Issue: Complimentary tokens not applied – charged $35 for GPT-4o-mini usage

Hi OpenAI team,

I need urgent help with a billing issue.
My account is eligible for complimentary daily tokens, and all settings are correctly enabled:

  • Data sharing :white_check_mark: Enabled for all projects

  • Complimentary daily tokens :white_check_mark: Enrolled

  • Organization :white_check_mark: Verified

  • Model used :white_check_mark: 100% GPT-4o-mini

  • Usage :white_check_mark: 552,412 tokens (well below daily free quota)

Despite this, no complimentary tokens were applied, and my balance was charged directly:

  • $6.35 on Sept 8, 23:20 UTC

  • $14.28 on Sept 9, 00:15 UTC
    Total unexpected charge: $20.63

I already opened a support ticket 3+ business days ago, and it was escalated to billing specialists, but I haven’t received any update yet.

  3. Billing history with unexpected charges

  4. API logs confirming GPT-4o-mini usage

Could someone from the OpenAI team please check this urgently or provide an update?
This looks like a system issue with complimentary token application.

Are you using any tools such as web search? Im seeing im getting billed at the moment on 3 uses which cost 0.24 cents. I think its because I have web search enabled.
