Subject: Active ChatGPT Plus account cannot use Codex
My ChatGPT Plus subscription is active and paid (renewal Jul 7, 2026).
ChatGPT works normally, but Codex rejects every prompt immediately with:
“You’ve hit your usage limit. Upgrade to Plus to continue using Codex, or try again at Jul 7th, 2026 12:35 AM.”
My Codex usage page shows:
I have already:

Logged out of all sessions
-
Cleared cookies and site data
-
Used an incognito window
-
Signed back in
-
Verified that Plus is active
The issue occurs on brand-new Codex conversations at chatgpt.com/codex.
This appears to be an entitlement/account synchronization issue rather than an actual usage limit.
Same for me, i was using gpt 5.4 mini for like one hour, hit my usage limit and it says i have spent my monthly limit, i have plus.
Thanks for sharing the details, @bugrasozer. Since your Plus subscription is active, quota remains available, and the issue occurs in brand-new Codex chats, this does sound more like an account entitlement/sync issue than an actual usage limit.
Also appreciate the report from @AtomicCookie. If you're seeing the same behavior with an active Plus subscription, it may be related.
Could you both open a ticket at support@openai.com and include:
- The account email affected
- Screenshots of the error
- A screenshot of your usage page

Hi, I have the same issue as well but on a Pro account that I just upgraded to. Case number: 242676
It says that the refresh will be in a month as well, so monthly limit is hit I think.
Have you guys tried to reinstall codex? At some point I had similar issue and reinstallation fixed it.
I have the same problem. I have updated to plus account. My chatgpt page is OK. My /status on the codex cli tells me I have plus account with 99% free for use but when I try to give any prompt I take this: You’ve hit your usage limit. Upgrade to Plus to continue using Codex (https chatgpt com/explore/plus), or try again at Jul 13th,2026 6:58 PM.

If I remember right, some caching was involved introduced by IDE (jetbrains) as initial installation was done following their docs via their UI.
To uninstall I had to manually clean all files related to codex and install it fresh from command line (following open AI tutorial).
Also the installation was done on plus account originally. Then when updated to pro lite, I had an issue with limits.
Another full reinstallation after upgrading to pro fixed those as well.
Personally I suspect something in my machine configs rather than on codex side (I’m on windows)
It fixed after few hours without any explanation
Might be caching and reconnecting in the background

And good point from @sergeliatko as well. What you described could definitely explain the behavior, especially if the issue was intermittent or resolved without any changes on the user side.
