Hi all, we currently have 2500 credits but when we try to create a fine-tuning job via the API it returns: Fine-tuning jobs cannot be created on an Explore plan. You can upgrade to a paid plan on your billing page: https://platform.openai.com/account/billing/overview
We go to that link and it shows our 2500 credits, surely that is enough credits for a small fine-tuning job?

Your access to certain models including the ability to fine-tune as well as your rate limits depends on the Usage Tier you are in. The Usage Tier is predominantly determined by the actual money you have spent on OpenAI. Credits that you have received such as the $2,500 credits in your case are not treated/viewed as actual money spent.
If you have not spent any money so far on OpenAI, then you are likely in the Free Tier, which comes with several restrictions. You have a couple of different options available now. You can add some actual money to your account (minimum $5) just to get to the next higher Tier. That will then enable you to start fine-tuning.
Depending on how you are looking to use your credits, you probably want to move to an even higher Tier to give you more flexibility, particularly when it comes to rate limits. One option is to request an exception from OpenAI (see at the bottom of the screenshot).
The alternative would be to add even more actual money to your account in line with the criteria outline in the Usage Tier documentation I referenced above.

Thanks for the reply. We will add $5, we are using our credits to integrate OpenAI as a provider for our platform allowing customers to fine-tune their models through OpenAI and use their models, if the 2500 dollars isn’t enough to make that happen then so be it.
