I am signed up for ChatGPT+ and the API platform as well as this forum and am not receiving the Dev Digest email newsletter that would keep me up-to-date on the latest changes to the API.
Also I can not find any way or hint on any of the OpenAI websites to sign up for it.

Thanks for flagging. Unfortunately, we currently don’t have visibility as to what may have led to this, i.e. whether there are any minimum criteria that need to be met (e.g. a certain API credit spent or a certain Tier level) in order to be included on the distribution list or whether it may have simply been an oversight.
For reference, could you share what Tier you are in and whether you have purchased/spent any API credits in the past few months?
In the meantime, you can still get most of the technical updates via other sources. I include a couple of options in the following:

Hi, thanks for the quick response.
I am using my private account for development communication and have spent API credits in the past but not in the past few months which has me on the usage Tier 3. The company I work for is on Tier 5.
I am aware of the other sources for technical updates and am signed up for all of those or wrote a scraper but am missing the Dev Digest, which would save me tons of overhead via automatic updates which are critical to my job.
This might be the reason why you’re not receiving the newsletter 
OpenAI may be posting it to their website though, so I’ll give you a heads up if that happens
