Using fine-tuning in Java

After updating on August 22th, I updated openai-java 。

Also I create the feature [Customize Fine-tuning Model] in my product Felh AI.

But it only support GPT-3.5. Expecting the coming of GPT-3.5-16K and GPT-4.
