I just set up my account to test the API but I having a rate limiting problem. It doesn’t make sense since I just created my account and I still have the 18 credits for testing with the API. Can somebody help me with his?

The $18 grant ended some time ago, and would not still be valid, i.e. it would of expired. You will need to add a payment method to your account here OpenAI Platform
