Plugin submission endpoint not found

When uploading a plugin at OpenAI Platform Plugins Page, it shows an error message

Invalid URL (POST /v1/dashapi/uploads/plugins)

and in the browser console:

POST https://api.openai.com/v1/dashapi/uploads/plugins 404 (Not Found)

I believe this is an actual bug caused by some mismatch in the API contracts.
