Plugin creation blocked despite verified organization; support chat stopped before creating a ticket

Hi,

I’m trying to create a plugin, but the plugin creation flow says:

“You need a verified developer identity before you can create or upload a plugin.”

My identity is already marked Verified, and I’m listed as its Owner. The verification status and my role appear correct in the organization settings, but the plugin creation flow still blocks me.

I tried contacting Support through the Help Center chat. The bot said it would escalate the issue, then stopped responding. I received no case number or follow-up email, so I can’t tell whether a support ticket was actually created.

Could someone confirm whether this is a known verification-sync issue, and advise how to get the plugin identity check unstuck? I’d also appreciate guidance on how to confirm or resume the failed support escalation.

I can provide the organization/project IDs, screenshots, and the approximate time of the support chat privately if needed.

Thanks.

This appears to match an existing verification-to-plugin-identity provisioning issue rather than a normal permissions problem.

OpenAI Support confirmed in an earlier thread that either individual or business verification should be sufficient. In affected accounts, however, the plugin identity service can still return an empty identity list even while Organization Settings shows Approved.

One useful check is DevTools → Network while opening the Plugins page and inspecting:

/v1/dashapi/plugins/identities

If it returns {"identities":[]}, that strongly matches the previously reported backend provisioning issue.

I haven’t found a confirmed user-side workaround. Previous reports show that sign-out/sign-in, reloading, or normal permission checks do not reliably fix it. The useful evidence to send Support is the selected org/project, a recent timestamp/request ID, and the empty identities response.

So I would avoid redoing verification unless Support specifically asks for it.

Hey @gpirescampos, sorry for the wait. We’re tracking reports of plugin creation staying blocked after identity verification succeeds. Your forum report is with Support now too.

Thank you. Is there an expectation for when this might be resolved?

@OpenAI_Support any updates on this?

Hey @gpirescampos! I checked your HAR: the plugin check returned an empty identity list, which explains that verification prompt. We’ll continue the account-specific follow-up in your private Support case.
