Openrouter and legality around accessing OpenAI

I am just wondering if you cannot resell access to OpenAI APIs, how does openrouter work? As they provide you with a single API to connect to OpenAI and other models.

There’s no direct policy “do not resell access”. However, simply acting as a proxy for whatever another party wants to send to the API would be a bad idea, as you are responsible for all content and that it does not violate the terms of the agreements between you and OpenAI.

There’s no published level where your users, and not you, are responsible. Or that a series of bad user prompts to o1 wouldn’t get your account banned.

How is this company able to profit when selling usage for the same price as OpenAI or Azure? Who knows, probably enterprise-size sales deals you can make when you can say you have venture capital funding. Along with hidden fees. Or just setting money on fire to “grow”.
