OpenAI failed to process the request. Error: HTTP 429 in the first attempt itself

I’m using Open AI package in A360 of Automation Anywhere and from the first attempt itself, every API Key that I’m using is giving me 429 error.
I used the POST command of Rest with proper header and authorization data; ChatGPT, GPT3 from OPENAI package. Everything is throwing the same error.
Even created a new account in OpenAI and using those APIs too is not working.

edit: I’m using free version of API keys of OPEN AI. and Enterprise edition of A360.
