This is obviously a new issue within the last 12 hours, likely affecting any new account initial payment, with the account not being unlocked for usage. There is no reason to think that more money would be any different until there is a resolution.

Other than the solution I also linked above from 7 hours ago (Which suggests it worked for OP also or Moderator marked as solved)
