I am a developer with tier 5 OpenAI API, but no o1 access. Despite that, 3rd parties have o1 access. This is unfair and makes no sense

Here is the error:

We encountered an issue when using your OpenAI API key. Please check your API key settings and try again. API Error:

{"error":{"message":"The model `o1` does not exist or you do not have access to it.","type":"invalid_request_error","param":null,"code":"model_not_found"}}

It is advertised on the OpenAI API website that tier 5 gives you access to o1. Their website clearly states that tier 5 gives you o1 access. And yet, here we are. What is going on here?
