Has the moderation API changed to be allowed for all use cases?

according to this thread:

the documentation clearly stated that the moderation API is only allowed to be used for use cases related to the OpenAI API, but I have noticed that this was removed from the docs:
Moderation - OpenAI API

So, I am wondering if anyone knows if they allow use cases outside of OpenAI related content now? It would be pretty odd since its free, but its not obvious now.
