Got "error 429 You exceeded your current quota" with 0 usage

I’m trying to develop next js with AI vision using gpt-4o-mini, but every time I send a request, I get this error:
Error: 429 You exceeded your current quota, please check your plan and billing details
When I check my usage, it shows 0, there’s no usage recorded. I followed the documentation, but I still get this error. What’s causing it?
