GitHub Codex code review refused (usage limits for code reviews) while Codex usage pages show conflicting limits

Environment

  • Surface: Web (Codex GitHub code review connector, @codex review on pull requests), plus Codex CLI (codex exec) in automation, plus the ChatGPT usage and Codex analytics pages
  • Codex version: CLI 0.159.1 (updated 2026-09-29)
  • OS and IDE/browser, if relevant: Windows 11, Chrome
  • Model and plan or API-key authentication: ChatGPT Pro plan (ChatGPT login, no API key); CLI model gpt-6.1-sol

Bug

Since about 6:13 PM Central on 2026-09-29, every GitHub code review request is refused with “You have reached your Codex usage limits for code reviews.” At the same time the account’s usage pages contradict each other, so I can’t tell which meter is real. I expected reviews to work while the weekly limit shows about 50% left, or for the pages to agree.

Reproduction

  1. On any pull request in a Codex-enabled repository, comment @codex review.

  2. Within seconds the connector replies with the usage-limit message. No review is produced.

  3. This happens whether the request comes from my automation or from me by hand.

  4. Open chatgpt /codex/cloud/settings/analytics#usage. Reloading the same URL shows different states:

  5. At the same moment chatgpt url /settings/usage?tab=overview says the weekly limit has 50% left, resets in 5d 15h:

Diagnostics

  • Exact error from the GitHub connector: “You have reached your Codex usage limits for code reviews. You can see your limits in the Codex usage dashboard. To continue using code reviews, add credits to your account and enable them for code reviews in your settings.”

  • Analytics page showing 50% remaining while reviews were being refused:

  • When: first refusal about 6:13 PM Central (23:13 UTC) on 2026-09-29. Last successful review about 6:04 PM Central. Refusals on every request since, including retests at about 6:34 PM and 6:58 PM Central and a manual retag by me. It is consistent, not intermittent.

  • Related observations:

    • Codex CLI (codex exec) runs from the same account kept completing during this window, so the failing limit looks specific to GitHub code review.
    • The daily usage chart shows “GitHub code review” and “Exec” together near 100% of the pool on Sep 26.
    • “Enable credits use” for code reviews is available but the credit balance is 0.
  • Questions:

    1. Which meter is authoritative: the Codex analytics page or the general usage page?
    2. Is there a separate code-review limit or 5-hour window that isn’t shown on either page, and when does it reset?
    3. Would using one of the two available Full resets restore code reviews, or only the weekly limit? I don’t want to waste it.

I tried removing the connection between github and codex multiple times all to no avail.

A better side by side view of the conflicting usage:

Welcome to the forum!

You posted this in the appropriate place on the forum for discussing and documenting a Codex bug. The forum, however, is not the official issue tracker. If the problem needs to be formally reported and tracked by the Codex maintainers, the official place is the OpenAI Codex GitHub issue tracker.

Thanks for following the posting requirements for the Codex Bugs subcategory:

I asked ChatGPT to search for the closest related issue, and it identified:

https://github.com/openai/codex/issues/31001

If that issue describes the same problem you are experiencing, consider adding a :+1: reaction to the GitHub issue itself, rather than only reacting to this forum topic. GitHub reactions can help the maintainers gauge how many users are affected.

If it does not match your problem closely enough, search the existing Codex issues for a better match. If you cannot find one, consider opening a new issue and include as much relevant information as possible, such as your Codex version, operating system, environment, reproduction steps, expected behavior, actual behavior, and any relevant logs or error messages.

If you have credits, enable “use credits” in Code review.

Even with it turned on same result

In my case i have disabled option “autoreview”. I request a review in Github with “codex review”.

Running into the same issue here, can’t even do code reviews (one of the main uses of codex for me)

I enabled credits and got it working. HOWEVER, it’s not using my credits.

If that is a separate bug, please consider searching the GitHub issues for an existing match or creating a new GitHub Codex issue.

If you do either, please post the link back here so others can find it and add a :+1: reaction if they are experiencing the same issue.
