Fresh repo, GitHub Conflicts

In Codex cloud:

  1. Brand new Repo, ask Codex(clou) to create hello world.
  2. merge the PR#1
  3. Ask it to modify it to say “Hello world 2”
  4. Push to create new PR.
  5. View the new PR on Github and it has conflicts that must be resolved.

What am I doing wrong?
