I’m trying to follow the various instructions for developing plugins, and I would like to run a local plugin. However, I cannot find the “Develop your own plugin” link referenced in the tutorials.
Is this moved somewhere else? How can I access this? Do I need to sign up somewhere?

If you don’t have the option to create a plug-in then you will likely not be able to develop plug-ins.
The current state of affairs is that you can create an assistant or a custom GPT.
AFAIK only people with access to the plug-in building functionality from the first few rounds of wait-list approval can still create plug-ins.
I believe the whole plug-in development feature was dropped due to low acceptance.
