On September 28, 2026, my personal ChatGPT Pro account can create and use a remote OAuth MCP through https://chatgpt.com/plugins → + → Create MCP App. Two teammates with separate personal ChatGPT accounts, using Chrome on macOS at the same URL, see only “Create plugin” and “Upload plugin” in that menu. They cannot add the MCP to their own accounts.
The OpenAI setup guide says to enable Developer mode under Settings → Security and login. My working Pro account does not show that toggle on that settings page, so the documented route does not explain the difference. I have also escalated this with OpenAI Support.
What controls availability of “Create MCP App” for personal accounts in the current UI? Is there a verified way for these users to enable it? The question is specifically about adding a remote MCP app, not creating or uploading a packaged plugin.

Update from OpenAI Support: the initial automated response said personal Plus/Pro users should have Developer Mode and suggested account or rollout gating as a possible reason the MCP option is missing. I requested a human review because the documented toggle is absent even on my working Pro account. I’ll add the confirmed answer here when Support responds.

Resolved in our teammate test: on the affected ChatGPT account, open https://chatgpt.com/settings/security, scroll to Developer mode, and turn it on. Return to https://chatgpt.com/plugins. The Add menu then offers Create MCP App, and our teammate completed the OAuth connection.
We observed this in Chrome on a Mac. We have not tested a normal Windows account with Developer mode off, so this does not establish a Mac-only difference. Nor do we have evidence that prior API use enabled my account. The useful check is the account’s Developer mode setting.
