I am currently living in Japan and was wondering how one would get about connecting with the hiring team that builds up the OpenAI team in Japan.

Currently there are offices in the USA and the UK. There may well be other offices opening but I am not aware of any. You can check Careers for available positions in both the US and UK.
The majority of staff are required to be able to attend either the San Francisco office or the London office in person several days per week, although there are a number of contract staff that work remotely, but that tends to be less common.
