ChatGPT/Codex desktop app keeps CPU frequency and power draw high on Windows

I’m seeing a clear performance/power issue with the latest Codex desktop app on Windows

The Codex desktop app version is 26.707.12708.0 (OpenAI.Codex_26.707.12708.0_x64__2p2nqsd0c76g0). As soon as I open Codex, CPU frequency rises immediately and noticeably. On battery, whole-system power draw is usually above 20W. When plugged in, the CPU often stays at full or near-full frequency for long periods. This happens even during normal open/idle use and while typing prompts, and it has a clear impact on battery life and thermals. Could you confirm whether this is a known issue and whether there is any workaround or fix available?
My system is Windows 11 Home Insider Preview, build 10.0.26300, version 26H2, on a XINGYAO Series device with an AMD Ryzen AI 9 H 365 w/ Radeon 880M.
