I just paid for a upgrade and I am getting
openai.error.RateLimitError: You exceeded your current quota, please check your plan and billing details.
I have yet to get the api working. code is not an issue, this code was working before I paid.
who do I speak to?
Just paid: you may need to wait for up to a day even though you see the credit. OpenAI has been observed to now be processing payments in a queued backlog fashion to avoid prior rate limits and errors reported from their payment processor.
The indicator that you can check and generate a new API key will be seeing the OpenAI charge on your bank billing statement. Then start with the API Playground which also requires a payment method or credits for use.

Sadly I just upgraded so I could get work done, and this is a new account.
Anyway, there are a lot of things that their web site is missing, and I guess in future iterations, they should point out that there might be a delay it getting access. 
ChatGPT should also already have the support index so when you ask how to get an API key it knows where to look
