Agents should always use `git mv` to move / rename files

Codex cli never uses git mv to rename / move files. It always deletes and re-creates the files.
This clutters PRs and the git history.

It’s a small annoyance, but I guess this will save a lot of tokens for you as well, if your agents sometimes inspect your git history.
