When it says “check your billing details” - go to the platform site, go to billing, and look at the value of “credit balance”. This shows the amount that you have prepaid in order to fund your API account and pay for services.
An initial payment may take a bit of time to register and unlock the account, sometimes several hours.
Having a ChatGPT subscription does not pay for use of the API models. You have to add a payment card and purchase credits.
