Will Open AI charge for exceeded input limit tokens as well?

Hi,
Let’s say I am using gpt-3.5-turbo-16k but I have sent 40k tokens as input to the model and it throws back an error mentioning it is exceeding the limits.

For the above API hit will I be charged as per 40k tokens input for the model?

Not tried it, but you’d think that if the tokens have not been processed, you’d not be charged. Perhaps someone else has actually tested this.
