To avoid duplicating my post, i observed some very peculiar behavior on the usage limits as well, outlined here Sudden extreme reduction in remaining usage even with Pro 5x - #2 by Dev107 although i am on the pro subscription 20$ but overall i feel like even luna medium/high is using as much / more usage limit than fable on claude code right now, and all the resets / 5h limit removal is masking this issue without any admittance that there is any issue at all.
I feel like this masks the issue hard for people who just use codex casually, while only people who strongly ration usage notice this blatant sudden change.
I do give OpenAI the benefit of doubt that this is a known issue and not intended, but so far with the lack of communication and all the recent initiatives (5h limit removal, frequent reset giveouts) make me have a small sliver of conspiracy theory that this is a step to normalise the lower limits once they restore the normal 5h usage metering. Hopefully not, i remain optimistic but until we get official statements, i remain a bit sceptical and have strong suspicions this is the case.
