PSA: OpenAI confirms Pro 5x, but key usage and “eligible account” rules remain undisclosed

PSA / awareness post only — this is not a request for billing help, account support, a refund, entitlement adjustment, or troubleshooting. I am documenting transparency issues around how Pro 5x usage is described and how “eligible account” rules are communicated.

This post documents two separate product-transparency issues that may be relevant to people evaluating paid OpenAI plans and features.

1. Pro 5x metering transparency

Documented facts

OpenAI Support has confirmed the following points:

  • Pro $100 / Pro 5x is a real tier.
  • It is described as providing 5x higher Work/Codex usage than Plus.
  • Work and Codex share the same allowance.
  • Support says it cannot provide or disclose the underlying allowance in units, metering formulas, or internal multipliers for reasoning, Fast mode, long context, tools, or images.
  • Support also says it cannot provide an authoritative changelog showing whether those internal rules have changed over time.

The latest attached response is labeled “AI-assisted support,” so I am documenting it as an OpenAI Support response rather than attributing it to a named human specialist.

“5x” is a relative multiplier. When customers cannot see the underlying allowance in units, the formula used to meter consumption, the multipliers applied to different kinds of work, or an authoritative history of changes to those rules, it is difficult to independently translate “5x” into stable, usable capacity over time.

Different workloads can legitimately consume different amounts. That does not resolve the separate transparency question of what baseline is being multiplied and whether the practical meaning of that multiplier remains comparable over time.

2. “Eligible account” transparency

Documented facts

OpenAI has described some paid features as being available to “eligible” Plus and Pro accounts.

In the Support exchange documented here:

  • Support confirmed that the $100 subscription is a real Pro plan.
  • The public Plus-or-Pro plan requirement itself did not exclude the $100 Pro plan.
  • Support had already confirmed that the normal published conditions it discussed—such as using a personal account on a supported surface and having used part of the allowance—were satisfied.
  • Even so, “Buy an instant reset” remained unavailable.
  • When I asked which specific eligibility criterion the account did not meet, Support stated:

“I can’t see (or disclose) a specific per-account flag/reason for why ‘Buy an instant reset’ isn’t available; the only documented explanation beyond plan/surface is that availability varies by account (including billing country), even for accounts on the same plan.”

The attached eligibility image is a rendered excerpt of the OpenAI Support email text dated September 22, 2026. It is not an original screenshot of the Help Center, Gmail, or another email interface.

I am not arguing that every account must receive every rollout. I am arguing that when a paid feature is described as available to “eligible” accounts, customers should be able to understand what determines eligibility and which criterion they do or do not meet.

Documented facts and opinion

The statements about Pro 5x, the shared Work/Codex allowance, the backend details Support says it cannot disclose, and the eligibility exchange are documented in the attached evidence.

My concern is not that every paid user must receive every feature. My concern is that both the practical meaning of “5x” and the criteria behind “eligible account” remain difficult for customers to independently verify.

In my opinion, these descriptions would be more transparent if OpenAI published:

  • A defined baseline or normalized unit for relative usage tiers.
  • The categories of multipliers that affect usage.
  • A dated changelog for material metering changes.
  • The general criteria used to determine whether an account is eligible for a paid feature.
  • A way for customers to learn which eligibility criterion they do not currently meet.

I am not alleging fraud, intentional discrimination, retaliation, or hidden motives. I am documenting what Support confirmed, what Support said it could not see or disclose, and the resulting limits on what customers can independently verify.

My purpose here is simply to document these two distinctions so other users can make their own judgment about how transparent they are.

On Aug. 10 I requested an option to purchase a weekly Codex usage reset. OpenAI Support later replied publicly that instant resets were available to “eligible Plus and Pro accounts.” The response did not explain what determines eligibility.
