Open AI getting degrading with out responding for the Same prompts that are provided with Proper Response

We are using the Licensed version of the Open AI and below are the details.

The model used GPT-4 Turbo, a Pattern has been observed that the responses for the Prompts are being returned in a Wierd manner from 05:30 PM IST and then it picks up after an hour from Morning IST there is no issue, it suddenly creeps from 05:30 PM IST and lasts for an hour or so, Is there any one who can provide the reason for the degradation as at the end of the day the developers are being in the spot for the issue that is from the Open AI Side.

No. You are not alone. Yesterday all function calling stopped on our Assistants API. All models stopped functioning calling. 3.5, 4, and both 4turbo preview models. Something is broken and an acknowledgement is needed from OpenAI.
