Invalid python generation with presence_penalty and frequency_penalty!

Took me days to track down, but it turns out, if you provide presence_penalty and frequency_penalty of 1, even though those are the default values (I believe), long generated python will start omitting indent spaces!

Watch out! (verified on both gpt-3.5-turbo and gpt-3.5-turbo-16k)

hi bruce, i am getting rubbish at the end of the response. and started searching for presence penalty suspecting its causing this. so what value worked for you ? i have frequency penalty and presence penalty set to 1 frequency to 0.5
