How to create or configure a prompt like Official ChatGPT (chat.openai.com) with API?

I know this can cost more, but is it possible?

Sometimes the ChatGPT return is longer and more elaborate, even max_tokens set to the maximum value in the API

This difference becomes clear when looking for themes from the legal environment.

I’m using text-davinci-003 and temperature 0.
