I’m not sure how much I understand your question. What I’m thinking is, is it possible that in your case it would be better if you created AI (deep learning) for this yourself? I mean take open source and adapt it and put in whatever you want. Why do I have this idea? My main point is to make the program gradually learn with the user from the beginning and gradually get to know us as we understand AI. This is an important issue.
You can use GPT to write quiz questions but you need to check them. I have created entire quiz banks of questions (many formats) exported as CSV files so they can be uploaded into a Learning System. There are periodic errors where there are two right answers or it says something is False when it True and so on. It is about as good as many humans.
On the AI adaptive learning system, I agree with the upstream comments, GPT can help with question development and is mostly good about modulating the difficulty but is not the right way to manage adaptive learning.
