If a user from India and a user from US ask same question to chatgpt, does chatgpt or chatgpt api take their location in consideration.

It would probably depend on the context of the question.
Assuming you have prefixed the user’s location behind the scenes, it will certain customize the answer.
Here is an example I just tried. Prompt:
This is the conversation between a user and the assistant. The user is based in Delhi, India. Current date is Thursday September 26, 2024.
[User] What is the weather going to be like tomorrow?
Answer:
Note that this is in ChatGPT, which has more bells and whistles like web search. For API usage, you probably want to have some function calling that extracts user geo and maybe does some additional lookups like weather, traffic, news etc.
I assumed it doesn’t know my location, and I assumed it may have a USA-centric view… like the rest of the 'net, due to weight of (numbers * access). That’s just how things are.
This is why when I need geo- or legal advice, I specify. “In UK law, I am going to … how should I …” and it seems to work. The answers have confirmed things I expected, and added some other things I can verify elsewhere.
