OpenAI’s current help article Creating and editing GPTs states:
“New GPT creation and publishing are not available on personal ChatGPT accounts, including Free, Go, Plus, and Pro.”
The same article states that existing GPTs remain available to use and that previously created GPTs can still be edited if the applicable plan and permission requirements are met.
For Business, Enterprise, and Edu workspaces, GPT creation, editing, and publishing remain available subject to workspace settings and permissions.
