[ChatGPT] he generated text shows an incorrect character count even though the requested limit is less than 1000 characters

Steps to Replicate:

1. Go to ChatGPT web
2. Enter some text of more than 1000 characters (i have entered the text for around 1632 characters )
3. Now ask the ChatGPT to generate the text less than 1000 characters

Actual Result: It shows you the characters are less than 1000 but when you count the characters, it’s more than 1000, do it again, again the count will be more than 1000

Note: This has happened multiple times
