I saw that I can upload images through CHATGPT and do Q&A, but I was not able to do the same through the completion APIs. When is this feature available through APIs.

There are no official timelines at this point, I expect it will be a significant announcement when that becomes a feature, OpenAI posts regularly to Twitter and other socials as well as on the site blog and also here on the forum, it should be very noticeable when it rolls out.
